Grinding Faction Reminds to Anticipate Extreme Weather Entering December

KOLAKA, WN—The Grinding Faction in the Kolaka DPRD, Southeast Sulawesi (Sultra) expressed its final views at the Plenary Meeting which was held on (28/11/2025), for level II discussions of the Kolaka Regency DPRD in the context of joint approval of the Draft Regional Regulations (Ranperda) for the 2026 Kolaka Regional Revenue and Expenditure Budget (APBD).

The Plenary Meeting chaired by the Chairman of the Kolaka DPRD I Ketut Arjana accompanied by his deputy Awaluddin Paseng, gave each faction the opportunity to express their final views. Even though the Gerinda faction did not read out the final view document, they agreed that the Draft Regional Regulation would become a Regional Regulation which was then submitted to the Southeast Sulawesi Provincial Government for corrections.

The Gerinda faction, represented by H Mustajab, conveyed and provided advice to the Kolaka Regional Government as December approaches, where extreme weather regularly occurs, so that the Kolaka Regional Government, especially the related technical services including the Agriculture Service, Cleaning Service, and Public Works Service, immediately anticipate so that waterlogging and flooding do not occur when the rainy season arrives.

A number of factions in the Kolaka DPRD, including the PDIP Faction, Democrat Faction, Gerinda Faction, PKS Faction, Nasdem Faction and the Joint Amanat Berkarya Faction, all agreed to the discussion of the Draft Regional Regulation. In conveying his final views, he did not read or convey them, but immediately handed the document to the chairman of the meeting.

On this occasion, after submitting documents from the Chairman of the Kolaka DPRD, Ketut Arjana, to the Deputy Regent of Kolaka, H Husmaluddin, the Secretary of the Council, Sairman, was then invited to convey the conclusions of the Plenary Meeting, determining and approving the Ranperda to become the Regional Budget Regulation for the 2026 budget year, amounting to IDR 1.282 trillion, and this decision came into effect when it was stipulated on 28 November 2025.

At this plenary meeting, even though there was a quorum of council members, the problem was the lack of presence from the ranks of the Head of the Regional Work Unit (SKPD) of the Kolaka Regional Government, so that one of the council members, Firlan Ahimsyah from the PKS faction, asked that the meeting be scored even though the chairman of the meeting had just knocked the gavel to signal the start of the meeting.

The meeting was agreed to last for 10 minutes and continue again, but still the SKPD’s presence at the plenary session was not optimal. So the chairman of the meeting invited the Deputy Regent of Kolaka, Husmaluddin, to provide an explanation for the absence of most of the SKPD heads at the plenary meeting.

Deputy Regent Husmaluddin said that the absence of most of the service heads was due to accompanying the Regent of Kolaka due to the visit of members of the DPR RI, as they were carrying out external duties. However, Deputy Regent Husmaluddin emphasized that Kadis who did not attend the Plenary this time would be taken into consideration for evaluation.

“I will evaluate the performance of my fellow service heads who were not present at this plenary session, and thank my fellow council members who reminded me,” he said. (**)u
