CIREBON, Kontroversinews,Com.– The Mayor of Cirebon, Effendi Edo, attended the signing of a Memorandum of Understanding (MoU) between the Head of the West Java High Prosecutor’s Office (Kejati) and the Governor of West Java Province as well as the Cooperation Agreement between the Head of the District/City Prosecutor’s Office and the Regents and Mayors of West Java. The activity took place at the Swatantra Wibawa Mukti Building, Bekasi City Government Complex, Bekasi Regency, Tuesday (4/11/2025).
This collaboration is part of preparations for the implementation of social work crimes, alternative sanctions regulated in Law Number 1 of 2023 concerning the Criminal Code and which will come into effect in 2026. Through this scheme, the Prosecutor’s Office will collaborate with regional governments to place convicts with minor crimes in a mentoring program in public facilities, as mandated by Article 65 letter e of the 2023 Criminal Code.
Head of the West Java High Prosecutor’s Office, Hermon Dekristo, emphasized the importance of synergy between the prosecutor’s office and the regional government. He said that the current legal paradigm no longer focuses solely on imprisonment.
“We must build a legal system that restores, educates and fosters social responsibility. The success of social work crime requires full support from local governments, especially in providing facilities, activities and monitoring their implementation,” he explained.
On the same occasion, the Governor of West Java, Deddy Mulyadi, expressed his appreciation for this step in reforming the national criminal law, which he said was in line with the human values and local wisdom of the Sundanese people.
“The aim of the law is to build a just and civilized society. Social work criminalization restores that spirit, that every perpetrator still has humanity and can be improved,” said Deddy.
He also emphasized the West Java Provincial Government’s commitment to providing social employment opportunities for ex-convicts and minor criminals, through labor-intensive programs, improving drainage and cleaning river watersheds, so that they can return to being productive in society.
Meanwhile, Cirebon Mayor Effendi Edo welcomed this strategic step. He considered this activity to be an important milestone in strengthening the synergy between law enforcement agencies and regional governments, confirming their shared commitment to building a legal system that is humane, oriented towards restorative justice, and capable of returning minor criminal offenders to society as productive individuals.
He emphasized that he would continue to coordinate with prisons, detention centers and the Cirebon City District Prosecutor’s Office to ensure that the implementation of the 2023 Criminal Code can run in Cirebon City.
“We in the regions are ready to collaborate with the Prosecutor’s Office to provide law enforcement that not only upholds justice, but also provides space for rehabilitation and human values. Prisoners who have been in prisons and detention centers can return to society armed with useful skills,” he said.
This event also presented a symbolic handover of the book Ideal Design for the Implementation of Social Service Orders as well as a presentation from PT Jamkrindo regarding preparations for social reintegration for ex-criminals, as part of the operational support for the implementation of social work crimes in West Java.
