FKGOL Asks the Kuningan Regional Government to Replace the Old RTRW which is considered Irrelevant

Kuningan, Konntroversinews | The massive amount of news related to environmental and spatial planning issues which are considered chaotic in Kuningan Regency continues to attract attention. This condition is considered to have triggered various controversies with applicable regulations, ranging from spatial planning, the environment, to Sustainable Food Farming Land (LP2B).

This problem is considered to be rooted in the use of the old Regional Spatial Planning Regional Regulations (RTRW) which are no longer relevant, as well as the fact that the Detailed Spatial Planning Plan (RDTR) has not been established as a derivative that provides legal certainty.

This matter received serious attention from the Kuningan Regency Joint Communication Forum of Mass Organizations and NGOs (FK-GOL).

Chairman of FK-GOL Kuningan, Nana Rusdiana, S.IP, when met at the FK-GOL Secretariat, Tuesday (23/12/2025), said that investment is very important to encourage economic growth in the Kuningan community. However, according to him, the current conditions have the potential to clash with existing regulations.

“Investment is necessary and good for improving the Kuningan economy. But the fact is that now many of them are in conflict with regulations. Therefore, we ask the Kuningan Regional Government to immediately replace the old RTRW because it is no longer relevant to the current investment climate, and immediately prepare and determine the RDTR so that there is clarity in the explanation of the RTRW,” said Nana.

He believes, if the new RTRW has been established and supported by a clear RDTR, then polemics and controversies related to regional spatial planning will not continue to recur.

In line with that, the Chairman of Paku Mas Kuningan, Boy, emphasized that the Kuningan Regional Government and DPRD must immediately take quick and firm steps.

“The Kuningan Regional Government must immediately replace the old RTRW and determine the RDTR so that it is clear. If it really opens up the widest possible investment space to improve the regional economy, then the regulations must also be ready,” he stressed.

According to him, RTRW and RDTR are important instruments so that incoming investment does not conflict with applicable regulations. Without clear regulations, it will actually be detrimental to entrepreneurs who want to invest in Kuningan.

“It’s a pity for investors if the regulations aren’t ready, it’s all complicated. The question is, what’s wrong with the Kuningan Regional Government which until now hasn’t changed the RTRW and set the RDTR? Don’t let investment be opened, but the regulations aren’t ready,” said Boy.

FK-GOL also urges the Regional Government and the Kuningan DPRD to immediately replace the old RTRW and determine the RDTR clearly. They reminded us not to allow massive investment to come in but be forced without a mature legal umbrella, so that it has the potential to cause spatial chaos in the future.

“Don’t make the wrong move, suddenly wanting to make an Industrial Regulation while the RTRW and RDTR are not yet clear. That could be chaotic and chaotic later,” he concluded. ***
