West Bandung, Controversinews | Rotation and mutation of 14 echelon II officials conducted by West Bandung Regent Jeje Ritchie Ismail triggered strong criticism. The policy, called the results of performance evaluation, competency test, and the follow -up of the Bandung PTUN decision, is actually considered to be full of political games and crashes into the principle of merit system.
Chairman of the DPP NGO Brantas (Tatar Sunda Tatar Anti -Corruption People), Wanwan Mulyawan, accompanied by Agus Satria stressed that the rotation this time was disabled by governance. According to him, the career pattern of officials became unclear because the positions that should be filled by senior officials were actually left empty, while the achievers were actually moved.
“The rotation of this mutation violates the merit of the system. Achievement officials are instead shifted. There are positions of open bidding, but not used and filled in other people. This causes strong suspicion that there are certain parties that influence the regent,” said Wanwan, in a press release, Thursday (11/9/2025) then.
Wanwan and Agus Satria considered the root of the problem to be in the role of the Regional Secretary. “The rotation of this mutation creates an unclear career pattern. This is proof of failure in carrying out bureaucratic reform. If left unchecked, the potential for the motion of no confidence from officials and staff is very large,” he said.
Wanwan also highlighted the placement of officials who were considered not in accordance with competence. “The aspect of competence is unclear. Even worse, officials with the issue of compensation demands (TGR) from the BPK findings are still in a strategic position. What is this TGR affairs?” strictly.
Related to performance evaluation? What is the indicator?
Competency in general may be the same, but there are unique competencies that need to be considered, namely the suitability of the work record track and educational background that is in accordance with the organization they lead.
Then from the OPD organizational structure, if I’m not mistaken, each OPD is different, there are A, B, and C. This means that the amount and burden of this OPD need to be considered not to jump – jump. OPD type A is open biddingan, which from OPD A is rotated to OPD type C.
Indeed this problem needs to be addressed and needs to be arranged a career path with a multitrack pattern. This means that each position has certain requirements that must be owned, so the career path of the official will be clear and measurable.
Wanwan urged the West Bandung Regency DPRD to immediately form a Special Committee (Pansus) to review the rotation-mutation policy. “All officials who are appointed must be called. The DPRD should not be silent. The public has the right to know what really happened,” said Wanwan.
In addition, Wanwan stressed the need for total evaluation, especially in the position of the Regional Secretary.
“The Regional Secretary must be an evaluation priority. If left unchecked, bureaucratic reform in West Bandung will only become a jargon without direction,” he concluded.
This strong criticism puts the DPRD on a serious exam. “Do they dare to investigate the alleged game in the rotation of officials, or instead let the West Bandung bureaucracy continue to be controlled by certain interests?” ***
